DutiesCBO is looking for a leader to manage a highly skilled staff of 12 analysts, help the analysts develop professionally, and encourage internal and external collaboration. Analysts in the unit communicate regularly with and provide assistance to Congressional committees that have jurisdiction over the relevant programs. The unit chief is responsible for ensuring high-quality, nonpartisan analysis, often under tight deadlines. Key responsibilities include reviewing a substantial volume of formal cost estimates and coordinating the preparation of 10-year baseline spending projections and annual analyses of the President's budgetary proposals.

QualificationsCandidates must have an advanced degree in public policy, public administration, economics, or a related field and at least 5 years of relevant experience (or a bachelor's degree and at least 10 years of relevant experience). They also should possess superior analytical, quantitative, and communication skills and a demonstrated ability to manage people and projects within a complex, fast-paced environment.
A thorough knowledge of the federal budget process-including the various budget laws-is essential, as is the ability to effectively interact with other CBO staff members, Congressional staff, and staff at executive branch agencies. Attention to detail and the ability to articulate complex material clearly and concisely orally and in writing (and to guide analysts to do the same) also are crucial. Management experience is strongly preferred but may be considered to include significant coordination responsibilities for projects involving several people. Candidates must be able to obtain and maintain a Tier 1 (NACI) investigation.
